With the aim of raising the English level in Japanese industry, the Japanese Ministry for Industry and Foreign Trade (MITI) arranged the development of a standardised English test at the end of the 70's. The test had to be cost effective and, by means of uniform evaluation, be reliable and precise evidence of the knowledge of the English language of everyday working life of non-native speakers. The test results had to be internationally comparable and assign to the test candidates clear performance levels. As a result of this, the TOEIC® Test was developed in the USA by the ETS (Educational Testing Service). The ETS is a renowned centre for psychometrics and the copywriter of many academic and professional tests for vocational further training which are accomplished by millions of businesses each year. The internationally recognised English test TOEFL® Test, for example, also comes from the ETS.
